Skilled migration
 
The Department of Immigration and Citizenship (DIAC) manages the
 
  • General Skilled Migration program (GSM)
  • Employer Nomination Scheme (ENS).

Who can apply to VETASSESS?
 

People intending to migrate to Australia under a skilled visa category must complete an assessment with the relevant authority before lodging an application for permanent residence.

To determine which assessment authority you should apply to you need to nominate an occupation from the skilled occupations list (SOL).

VETASSESS assesses a range of general professional occupations that cover

  • management
  • administrative
  • professional and associate professional occupations.

It is the applicant's responsibility to select a nominated occupation. VETASSESS cannot nominate an occupation for you.
 
You can only nominate one occupation in each application. If you choose to nominate more than one occupation you will need to pay the full assessment fee for each occupation.

About qualification assessments
 
VETASSESS assesses post-secondary educational qualifications against the requirements of the nominated occupations under the General Skilled Migration program and Employer Nomination Scheme.
 
Work experience is not assessed by VETASSESS as part of this process.
 
Qualification assessments reflect the views of VETASSESS based on the information and documentation provided. In some cases additional research is undertaken by our staff.
 
Factors that are considered in the assessment process include
  • the education system of the country concerned
  • the awarding institution
  • the level, structure, length and content of the program of study undertaken.
 
A qualification assessment is not an assessment of
 
  • your suitability for employment
  • the quality of your work
  • the appropriateness of your work experience
  • the likely success or failure of you obtaining Australian residency status.
 
VETASSESS will provide you with a written assessment of whether your post-secondary qualifications (such as university or polytechnic qualifications) meet the minimum requirements of your nominated occupation.
Please note that Trade Skills Assessments have a different assessment process.
 
Post-secondary educational qualifications
 
General Skilled Migration program
For the GSM program, general professional occupations require a qualification at least equivalent to an Australian Qualifications Framework (AQF)
 
  • bachelor degree or higher qualification for 50 point occupations
  • diploma or advanced diploma for 40 point occupations.
Qualifications do not need to be specifically related to your nominated occupation.

Employer Nominated Scheme
For the ENS program, general professional occupations require a qualification at least equivalent to an Australian Qualifications Framework (AQF)
  • Bachelor degree for Managerial, Administrative, or Professional Occupations
  • Diploma or Advanced Diploma for Associate Professional Occupations
Work experience is not assessed by VETASSESS as part of our assessment.

Required documents
 
  • Application form - completed and signed
  • 2 recent photographs - passport size, certified and dated
  • Birth Certificate or relevant passport pages - certified copy or Notarial Certificate     (passport page must show name, photo and date of birth)
  • Qualification (such as degree, diploma or certificate) - certified copy in the original     language). Note: additional requirements apply for qualifications obtained from the following     countries.
    • Europe - Applicants from Europe are asked to supply a ‘Diploma Supplement’ if one has been issued. Most European universities will issue a Diploma Supplement automatically and free of charge to graduates from 2005.

      The advantage of supplying the Diploma Supplement is that it provides a precise description of the applicant’s academic study, which can assist in the assessment process.


    • Nigeria - Applicants are also required to request the awarding body send a verified copy of the award certificate and full academic transcript in a sealed envelope directly to VETASSESS


    • Pakistan - Applicants are also required to request the awarding body send a verified copy of the award certificate and full academic transcript in a sealed envelope directly to VETASSESS


    • People's Republic of China - Applicants are required to provide Credential Reports for their qualifications. For more information go to Chinese Higher Education Qualification Verification. The copy of the award certificate and transcript required for assessment do not need to be certified.


    • Philippines - Membership of a professional board may affect the outcome of an assessment of qualifications from the Philippines.

      Applicants from the Philippines are asked to submit evidence of passing the Professional Regulation Commission’s Licensure Examinations in the relevant professional field as this may positively affect the assessment outcome.
  • Transcript - certified copy showing subjects studied and marks/grades awarded in the     original language
  • Change of name evidence (if applicable)
  • Certified English translation of any of the above documents, compiled by a registered     translation service, if originally issued in a language other than English
  • Assessment fee
  • Supporting evidence for your claim of the GST exemption (if applicable).

    Note: All documents must be certified copies of the original documents. Signatures on all documents should be original. Photocopied or faxed applications are not accepted.
     
    Incomplete applications will be delayed. The application will not be processed until all documentation has been received. You will be contacted if additional documentation is required.
     
    Forged, altered or falsified documents submitted to VETASSESS will not be assessed and no refund will be provided.
     
    Copies of documents will not be returned. Do not send original documents. Please keep a copy of all documents submitted.
     
    Contact us if you have difficulty completing the form or in obtaining the relevant documentation.
     
    Send the application form with all documents and the fee to VETASSESS. You may authorise a third party to act on your behalf.

    Authorising another person to act for you
     
    VETASSESS normally deals directly with people seeking an assessment of their qualification. You may choose to appoint an agent or another person to assist you in lodging an application.
     
    Australia's privacy legislation prohibits VETASSESS from discussing your application with other people unless specifically authorised to do so. If you want a family member, migration agent or other person to deal with VETASSESS on your behalf, you will need to
     
    • tick the relevant box on page 1 of the application form
    • provide the agent's contact details
    • sign the last page of the application form.
    Alternatively you could provide a separate, signed letter of authority.

    Processing time
     
    Most assessments are completed within 6 weeks. This is an estimate and should be used only as a guideline as some applications can be complex and require additional time. This estimate does not include the time taken by the applicant/agent to provide us with item(s) we request in order to proceed with an assessment. VETASSESS makes no guarantee that any application will be completed within this time.

    If you are granted GST exemption the following fees apply

    Goods and Services Tax (GST)
     
    If at any point on the application there is an Australian address for correspondence, you will need to pay GST or supply GST exemption evidence in order to pay the GST exempt fee.
     
    GST exemption evidence
     
    A letter from a registered migration agent (RMA) or lawyer is acceptable evidence. The letter must
    • clearly state that 'the applicant was not in Australia at the time of lodging the application'
    • be written on the company letterhead
    • be signed by the individual RMA/lawyer making the statement - letters signed by a representative on behalf of the RMA/lawyer or signed on behalf of the company will not be accepted
    • be faxed or posted - verbal or emailed statements will not be accepted.
     
    This letter transfers the burden of proof to the RMA or lawyer if investigation by the Australian Taxation Office (ATO) is required. VETASSESS will check with the Migration Agents Registration Authority (MARA) to ensure that any RMA making such statements is registered at the time of making the declaration.
     
    Evidence that will not be accepted includes
     
    • a letter that states that the applicant is not an Australian resident - this is not adequate as non-residents are still required to pay GST on goods and services rendered while in Australia
    • a letter which states that the applicant 'resides' in an address outside of Australia, or that they are a resident/citizen of another country.
     
    Other forms of evidence that will be accepted include
     
    • an overseas address being the only address included on the application form
    • a certified Statutory Declaration or Affidavit that

      • is made by the applicant in their country of residence
      • states that 'the applicant was not in Australia at the time of lodgement'
      • includes the full name, title and address of the person certifying the document
      • is recent - dated no more than 4 weeks prior to arrival at VETASSESS.

     
    Note: A signed letter from the applicant alone is not sufficient evidence to exempt that applicant from paying GST.

    • fees cannot be paid directly into a VETASSESS bank account

     
    All payments
    • are to be payable to VETASSESS
    • must be in Australian dollars
    • are non-refundable and must be paid prior to an assessment.

    Reissues, reassessment & appeals
     
    Reissue of assessment results
     
    A VETASSESS assessment does not expire (as long as VETASSESS is still the gazetted assessing authority for an occupation, and the occupation is still on the Skilled Occupations List). A VETASSESS assessment is valid unless withdrawn.
     
    However, DIAC may request that an updated version of your assessment be supplied with your application. In this case, we can provide a reissue of your assessment.
     
    A reissue is a reprint of your assessment, with the current date. Complete and sign the reissue application (QA03), quoting your file number and send to VETASSESS with the reissue fee of $AUD 27.50.
     
    Files of cases over 3 months old will have to be retrieved from our archive. Allow 4 to 6 weeks for this request to be processed.
     
    Please ensure that you include your current address on the reissue request. Requests will be accepted by post or fax only - emailed or verbal requests will not be accepted.
     
    Reassessment
     
    If you disagree with the outcome of an assessment you may request a reassessment. Complete the reassessment request form (QA02) and post with additional evidence in support of your case to VETASSESS. It is rare for evidence to be sufficient to change an assessment outcome.
     
    Applications for reassessment must be lodged within 90 days of VETASSESS issuing advice to the applicant on the initial assessment. The reassessment is usually completed within four weeks of receipt of the application.
     

    The fee for a reassessment is

     $AUD 209.00 (GST inc) for applicants who are in Australia at the time of application
     $AUD 190.00 (GST exc) for applicants applying from outside Australia

     
    Note: This fee is non-refundable and is subject to change without notice.
     
    Appeal
     
    If you are dissatisfied with the reassessment outcome you may lodge an appeal with a statement about why you think that the reassessment was incorrect. This statement and all documents provided by in support of your application for the reassessment and previous assessment will be considered for the appeal. No additional information about the qualification will be considered at the appeal stage. Complete the appeal request form (QA04) and send with payment of the appeal fee.
     
    Appeal applications must be received within 28 days of VETASSESS issuing advice on the reassessment outcome. The appeal is usually completed within four to six weeks after receipt of the appeal application and fee.
     

    The fee for an appeal is

     $AUD 154.00 (GST inc) for applicants who are in Australia at the time of application
     $AUD 140.00 (GST exc) for applicants applying from outside Australia

     
    This fee is non-refundable and is subject to change without notice. The outcome of the appeal process is final.

    1. What should I do if I have completed my qualification, but have no certificate awarded yet
      You must obtain an official letter from the Academic Registrar's Office or student administration of the institution awarding the qualification stating that you have completed all requirements for the award and that you are eligible to have the award conferred. The date of completion should be indicated in this letter.

    2. How long does a Qualification Assessment take?
      Most assessments should normally be completed within 6 weeks. In a small number of cases, the time frame may be longer than this. Currently qualifications which are not covered by the assessment guidelines in the Country Education Profiles published by the National Office of Overseas Skills Recognition (NOOSR), and qualifications from Pakistan and the People's Republic of China, may take longer to complete.

    3. Is my qualification adequate for my nominated occupation?
      You need to refer to the General Skilled Migration and Employer Sponsored Migration booklets published by the Department of Immigration and Citizenship (DIAC). Generally, occupations which would attract 50 points require an Australian Qualification Framework (AQF) Bachelor degree level qualification; occupations which attract 40 points require an AQF Diploma level qualification. For the Employer Nomination Scheme, the Manager or Administrator, or Professional level occupations assessed by VETASSESS require a qualification at least comparable to the educational level of an AQF Bachelor degree. Associate Professional occupations generally require a qualification at least comparable to the educational level of an AQF Diploma. No amount of relevant experience can compensate for the lack of an appropriate qualification.

    4. Can VETASSESS meet my deadline?
      VETASSESS will make every effort to meet your deadline, but can make no guarantee. To apply for an urgent assessment, complete the urgent request form (QA05) and post with additional evidence in support of your case to VETASSESS.

    5. Who can certify my documents?
      It is essential that copies of documents are certified. A copy has to be clearly certified as a true copy of the original by a person who is authorised to certify documents in your country. In many countries people such as lawyers, Justices of the Peace and Public Notaries, among others, are authorised to certify documents.
     
      Each copy of the document must be certified separately and must show clearly
     
     
    • the words 'certified true copy of the original'
    • the original signature of the certifying officer
    • the name and address or provider/registration number (where appropriate) of the certifying officer legibly printed below the signature; it must be possible, from the details provided, for VETASSESS to contact the certifying officer if necessary.

    6. If I hold more than one qualification, do I need to have them all assessed?
      Not necessarily. In general, VETASSESS will only assess those qualifications necessary for you to meet the requirements of your nominated qualification; that is, to the minimum requirements.

    7. Do I need to provide documents relating to my work experience, such as references or examples of my work?
      No. The only documents you need to provide are those relating to your qualifications and the other documents specified. VETASSESS undertakes assessments on the basis of your educational qualifications only.

    8. Can I telephone or email regarding the progress of my application?

    9. Can I find out the result over the telephone?
      No. VETASSESS will not normally give the outcome of a case over the telephone. (If you apply online you can view your assessment outcome by checking your application on our website)

    10. If I have a Graduate Diploma, will this meet the requirements of an occupation that requires a degree?
      No, not on its own. To meet the requirements of a 50 point occupation you must have at least an AQF Advanced Diploma level qualification, and you must provide all the necessary documents relating to that qualification in addition to those of the Graduate Diploma.
